My own position is this.  We must have the formation of Public Transport Queensland (PTQ).  At that point Queensland Rail - who will be an operator under PTQ should be put on notice that after 3 years the rail operations will go to competitive tender.

I vote YES with that qualification.

I have voted "no", but only on the basis that it shouldn't be contemplated until the present issues are resolved.

Competitive tendering for rail, based on all I have seen, probably is a lot more marginal in terms of actual benefits compared with say buses.  The barriers to entry, technical requirements and degree of interface with state controlled and maintained assets are a lot greater than for buses, where a new operator can get a DA to build a new depot, train drivers and undertake other key tasks with a lot more autonomy.  You don't need 13 months to train a bus driver, particularly when you can get them with an MR or HR licence effectively off the street, and where route knowledge only substantially involves knowing when to turn.

None of the current issues will be "fixed" by a private contractor, and nor would anybody be overly interested in buying themselves a job by signing up to fix them. 

I also subscribe to Bob's reasoning.  The degree of performance will be directly governed by the quality of administration by the State, which is presently poor.  Again, not an issue a franchisee will fix.

It's an issue to be revisited, but I think it is futile to discuss it now.

Seriously what can a new operator do.   They can't train people much faster than QR can.  So you still have the same front line staff.    They still have to operate the same trains on the same track.  The govt is only going to give them a simialr amount to what they give QR now so there is not cost saving.
