UPDATE 8.30am: MAJOR redevelopments at Richmond train station and a new "high rise density" suburb at Fishermans Bend will be the Baillieu Government's legacy, the planning minister claims.

The overhaul of Fishermans Bend will transform it into a new "high rise density" suburb over the next 20 to 30 years, the State Government claims.

A plan to create an inner-city suburb south of the Westgate freeway is ambitious, Planning Minister Matthew Guy admitted this morning.

Mr Guy said the first step of creating the new suburb was to establish the urban renewal authority, and then start outlining precincts in the 200 hectare area earmarked for development.

It comes as the Herald Sun today revealed a multi-million-dollar revamp of Richmond station will be one of the first projects for the new Urban Renewal Authority.

Preliminary plans for a 20-storey residential and office tower above the station have been drawn up.

Mr Guy said the station was "run down" and ripe for regeneration.

He said the project would be a godsend for both football fans and locals fed up with the difficulty of crossing Punt Rd and Brunton Ave.

The Coalition is hoping to introduce to Parliament the legislation setting up the Urban Renewal Authority within six months.

It would spearhead its long list of new inner-city developments.

The URA's major projects include the redevelopment of Fishermans Bend, and "E-Gate", a redevelopment of the disused railyards near North Melbourne station.

"These projects have been discussed for decades but we see Fishermans Bend and E-Gate as real opportunities for major urban renewal in Melbourne," Mr Guy told the Herald Sun yesterday.

"These areas provide a real opportunity for large-scale urban renewal close to the city and public transport."

The Fishermans Bend project could house tens of thousands of people. Mr Guy believes it would take the pressure off outer suburbs.

This morning Mr Guy told Radio 3AW he hoped the Fishermans Bend development would be a legacy likened to the Kennett Government's Docklands development.

"The Kennett Government left Docklands as a legacy... (Fishermans Bend) will be done in precincts, it can't be done all at once."

Mr Guy said the suburb would see an inner city growth corridor unlike any other in Australia.

The name of the new suburb won't be decided upon until the precincts are outlined and confirmed.

Melbourne's population of more than four million is tipped to exceed five million by 2026.

The Coalition has scrapped Labor's Melbourne 2030 policy to establish high-density housing developments across the suburbs.

Instead, it is looking at high-density projects close to transport hubs and on surplus suburban land, such as the VicRoads site in Kew, CSIRO land in Highett, and ex-Defence Department land in Maribyrnong.

Two new rail bridges over the Yarra River - one for trams and one for freight trains - will be the defining gateways to Fishermans Bend once the sprawling inner-city industrial zone is redeveloped into a new city for 80,000.

The planned suburb will also have a new underground railway line.

Its residents and workforce of 60,000 will be heavily dependent on public transport, walking and cycling to get around.

Private car journeys will be discouraged, with parking spaces reduced and fewer than one in five journeys made by car.

The new suburb will be a dense mix of skyscrapers and lower-rise apartment buildings and townhouses, with plenty of green space and tree canopy to combat the rising impact of climate change.

This, at least, is the vision presented in a new "draft vision" for the precinct, which the Andrews government calls "the biggest urban renewable area in Australia".

The suburb is still overwhelmingly industrial and was once the heart of Victoria's aviation and car manufacturing industries, but was rezoned by the former Napthine government from industrial to capital city in 2012 ...
