Alternative Train Operators

Theoritically as i have never engaged QR costings personally, but what are the network access costs for a second rail operator to start up passenger services on the passenger network? And if the costs are reasonable, why hasn't a second operator entered the market?

That doesn't give any indication of the costs as such but there is a check list that potential operators can go through. In theory anyone can run passenger services providing they meet all the requirements and it is feasible. The Savannahlander is an example --> http://www.savannahlander.com.au/
The Great Southern Pacific Express was another example.  As fuel costs continue to climb, and we have already seen QR Traveltrain move swiftly with discount and promotions, maybe other operators might consider the rail passenger market?

Even if network access was free it would not be easy to run a commercially viable passenger railway.
