On time train performance - July 2014

The AM peak period includes services commencing after 6.00am and arriving at Central before 9.00am.

The PM peak includes services that depart Central after 3.30pm and arrive at their terminating destination before 6.30pm.

Our on-time running performance targets are the most stringent in Australia. We aim to have more than 94.53% of our peak period services arrive. Sometimes incidents beyond Queensland Rail's control may delay our services (force majeure). Such incidents may include onboard medical emergencies, security incidents, vehicles striking level crossing boom gates or severe weather activity. Because these incidents are out of Queensland Rail's control, they are not included in the contractual results. However Queensland Rail recognises delays, regardless of their cause, affect customers, and this is reflected in the customer impact figures.

Data presented is for the morning and afternoon peak periods over the past five days.

No trains on time PM peak for Caboolture and Sunny Coast line in reality ..  0%

It is a considerable leap of faith  to assume that contractually train OTP was 100% ...    :o   Even if circumstances beyond QR control.

On time running - fact or fiction?

The recent dewirement at Carseldine which disrupted the PM peak trains on the Caboolture/Sunshine Coast Line has again brought into focus the real meaning of train on time performance measures.

Train on time performance (OTP) is reported as ' Customer Impact ' and ' Contractual '.  As a result of the dewirement  0% trains on the Caboolture/Sunshine Coast line met Customer Impact OTP performance. Contractual however is reported as being 100%!  This is a considerable leap of faith from no trains being on time to all being on time!

Only the last 5 weekdays is available and then disappears from public view.  So I keep a  public record here --> http://railbotforum.org/mbs/index.php?board=73.0  Data transparency in Queensland is minimal at best.

There has been an improvement in OTP performance and this is acknowledged. However, one has to be circumspect when politicians prattle on about improved train reliability.  Are they talking about Contractual or Customer Impact?  In the end it is what the customer experiences is the bottom line.

Rail network operators will often alter the running patterns of trains during peaks to allow for a timetable  catch up of a particular service. What this means is best explained by example. Say a train is running from  Springfield to Central all stations and is late.  The train may be altered to run say express from Oxley to say Indooroopilly to get it back on time.  This means that passengers waiting on stations between Oxley and Indooroopilly will experience delays  as they are bypassed, but those delays are not reflected in the OTP data as the train arrives at Central ' on time '.

I have requested previously that in addition to OTP data, the number of altered services each peak be recorded and made available.  This together with the OTP data gives a much better overall measure of real OTP levels.
Will this additional data be provided please?

Also where is bus OTP?  Has not been made available publicly  for a year or two now.  It was published once but was inaccurate nonsense. When challenged the authorities simply stopped publishing it!

Another great example of mediocrity in transport policy in Queensland.

All is not what it seems, is it?
