New public transport agency for Queensland?

The present arrangements for managing public transport in Queensland are a failure, particularly in SEQ.

What do you think would be the best model?  At a time when competitive tendering / privatisation looms is the present model of a council (BCC) that serves its own political priorities rather than an integrated efficient, sustainable, connected network and dictates to the present transport authority need changing?

Clearly the present arrangements are not working.

Time to start thinking ...

The politicians have had a field day with TL since it was absorbed back into the Department of Transport. Botched bus review, botched fares and even more botching on top of that. The TL board was fired to save money but all the political decisions (such as 9 then free) resulted in waste that probably exceeds the cost of commercial management.

On the other hand, the problem is not at TL level. It is with the BCC. Brisbane Transport MUST be removed from BCC. That is a pre-requisite for anything. Public takeover or privatisation, I do not particularly care how it is effected as long as it is done. Privatisation looks more likely as there is not much money at the top and there isn't a compelling case for public ownership given that every other operator is private.

Once you get BCC out of the way, the cost explosion can be got under control which will go a long way to solving the fares crisis, and the network can be improved along rational lines.

^ SA is much less fragmented though.  Government only really has anything to do with the Adelaide passenger rail network, the rest or it belongs to or is run directly by the ARTC or various miners.  Metropolitan buses are procured by the state to a common standard design and parcelled out to the contractors, who may also procure and use their own vehicles.  No significant subsidised long-distance services (trains are all run by GSR, various coach operators may operate under some subsidies etc).  Regional school buses are all meant to have a common livery, and everything on the metropolitan system does too.

It is interesting to contrast the wording of the vision and mission statements for these various agencies.

Tasmania's Metro DELIVERS urban mass transit passenger transport services.

WA's PTA vision is to 'increase the use of public transport through the provision of customer-focussed, safe and cost-effective passenger transport services'.  (The PTA provides the services)

What of Translink now it has been reabsorbed and neutered?  It 'FACILITATES passenger transport services for Queenslanders and AIMS to provide a single integrated transport network accessible to everyone.'

So, it facilitates passenger transport services provided by others and only aims to meander towards the objective of a single integrated transport network accessible to everyone.

What would Putin think?  What would Scales think?

A "restructure" of senior management roles within the Transport Department has left one of its deputy director-generals without a job.

Nicole Bunning, who held the corporate and human resources DG role, was told last Friday her job no longer existed, bringing the number of departmental deputy director generals from five to four.

Ms Bunning had worked in the public service for at least 14 years.

Director-General Neil Scales told staff in an email sent on Monday that while "Friday's events may have come as a shock to some of you", it was part of a corporate restructure.

"I'll take this opportunity to highlight to you all, TMR has a responsibility to lead some of the most complex recommendations from the Commission of Audit report," he said.

A dedicated "strategy and renewal" branch has been established to deliver cost savings recommended in the Commission of Audit.

A spokesman for Minister Scott Emerson said Mr Scales had the support of the government in "continuing to make the department as efficient and responsive to the needs of Queenslanders as possible".

In other departmental news major tender project winners are expected to be announced in coming weeks, including about $450 million in long-term road maintenance contracts.

Those tender winners, which previously had been awarded to the department's commercial arm, RoadTek, are expected to be announced on Monday.

Just under 150 RoadTek employees received their pink slips this week.

The winners of the Go Card ticketing technology contract and the new generation rolling stock tender, worth close to $1 billion, are expected by the end of the year.

At Tourism and Events Queensland three positions were made redundant this week, while eight more were advertised.

"As a recently merged entity Tourism and Events Queensland has gone through a realignment process over the past year and some changes in the business made to focus on a new strategic direction," Megan Saunders, TEQ's Group Executive of Corporate Affairs said.

"There have been minimal redundancies throughout this process in an organisation of just under 150 employees."

The eight positions, advertised on Friday, "will support TEQ in delivering upon its core functions of event acquisition, event development, marketing, research and partnerships with destinations".

There is a move to a more flat management structure with more direct reports to Neil.

There is definitely some good things about removing some of the managerial layers but at the same time it undermines Newman's promise that public sector cuts are over.

One positive from what I hear there are a lot of pro-PT people being handpicked for prime positions in TMR (Matt Longland moving to Policy, Planning & Investment is one example).

A lot more fat cats to go, many will be cronies and won't be pushed of course.
