E-petition for better frequency

There is currently a Qld Parliamentary E-petition calling for increased frequency of Cleveland Trains. I only found it today.
Even though it has been up since Last Tuesday I seam to be the only person that has signed it so far, strange and disappointing.

I think they are better off waiting for Cross River Rail to be built before any meaningful increase in trains can be considered.

In terms of peak-frequency, that is mostly true. Frequency could be made more clockface and expresses removed, but aside from that not much can be done. Off-peak (which is where there is probably more of a case for increased frequency) I think 15 minute frequency to Manly off-peak is warranted, but not top priority. The main difficulty in implementing it would be freight requirements and already existing services.
Is it really that hard to run frequent, reliable public transport?

Park Road/Dutton Park to Brisbane Port has a dedicated freight line, is there that many freight services a day that there would be conflicts during the off-peak hours of between peaks and say 7am to 7pm on weekends? Even with 15min, I would have thought that sloting a freighter in wouldn't be too much a drama as the freighter is express?
Others know better than I how many and whether this would impede a 4tph off-peak service but freighters do regularly use both the dedicated freight track and one of the (notionally) 2 passenger tracks for passing movements. Not sure where cross overs exist, but I know this can mean that when the freighter gets to Park Rd, instead of using the flyover it uses the surface level track meaning it cuts across inbound Cleveland line trains.

^ this. While Cleveland line has no expresses, it has freight running along it from Park Road to Lindum which does go on to one of the two electrified tracks. This could interfere with Cleveland trains, and the changing in times of the trains could possibly impact the scheduling of other trains.

Ideally, sector two should deal with all these issues, but I highly doubt we will get any off-peak frequency boosts from the Sector 2 timetables - it will be the same outcome as we saw with Sector 1 timetables. Milton to Darra only got 15 minute frequency due to the line carrying both Richlands/Springfield and Ipswich trains.

Milton to Corinda had 15 min off-peak (inbetween peaks only) before the Springfield line to Richlands opened, courtesy of the Shorncliffe trains. 

It just got extended to after 7pm and all of the weekends when stage 1 to Richlands opened, and when the Shorncliffe trains got moved from the mains to the suburbans sector.
