Accountabilities

• Provide expert advice for the Minister, Director General, General Manager, Executive Director and Director in relation to analytical direction and delivery of rail investment and major projects associated with the development of the rail network.

• Lead the development of business cases and funding submissions for ministerial approval, predominantly associated with transport infrastructure, that outline project specifications including scope, stakeholder involvement, financial implications, delivery timeframes, and recommendations to key stakeholders on strategies.

• Ensure the management of rail investment and the delivery of rail infrastructure program/s are completed within scope, defined timeframes and budget, including the performance reporting of rail infrastructure projects.

• Assist with the development and implementation of rail transport policies, plans and strategies that support Government's objectives, with a particular focus on rail network infrastructure development and delivery.

• Proactively manage a small team and supervise all aspects of staff performance within the Rail System Management Team, including performance management and recruitment and selection.

• Represent Roads, Rail and Ports System Management Branch interests by participating in working groups on major integrated planning and investment activities.

• Build, facilitate and maintain strategic relationships between various railway managers, industry bodies and other government and key stakeholders to ensure investments in rail infrastructure provide the best transport outcomes to achieve the government's transport related priorities.

• Develop and ensure that all working relationships defined and understood in order to facilitate the motivation of staff to perform effectively with other areas of RRPSM Branch and the Department, to ensure a consistent and aligned transport outcome is achieved.

• Prepare and oversee the preparation reports and correspondence on behalf of the Minister, Director-General, General Manager and Executive Director including Cabinet submissions, and briefing notes.

• Encourage and foster creative strategic decision-making skills for staff and provide training and development opportunities in keeping with personal and divisional goals.
