Well I'm not surprised that QR has a problem with a train full of non-paying passengers in peak season.

The "unfairness" reference was made in the context of the lack of sufficient notification of the change, not the imposition of the quota.  Ms Lane did not say the quota was unfair.

She did say though:
"no other state, to my knowledge, imposes chargers or quotas on similar schemes". Why talk about other states?

I would have waited till after this Christmas to be honest since that gives a year long lead time till the next one, but at the same time I think it makes sense because It's equally problematic that FF passengers can't access trains because free ticket holders have crowded them out.
