A secret plan to charge motorists to drive into Sydney's CBD has been uncovered by Nine News.

A detailed proposal for the suggested congestion tax has already been handed to the state government in an effort to reduce traffic gridlock.

Sydney University transport academic David Henscher said it only takes six percent of drivers to stop driving in peak hour to make a considerable difference.

"We start off with the current charges we have, like the registration fee for example, and we think we could modify that and in the process transfer some of that fee to a use-related fee in the peak," he told Nine News.

Drivers would have to agree to the suggested congestion tax before the registration fee would be lowered.

The bonus revenue from the proposed tax would be used to improve public transport in Sydney.

The treasury are said to support the idea.
