Minister Mickel's train collection, your new SMU's

Is transport Minister Mickel a train collector?
Most train collectors are enthusiasts, which it would seem that the Minister is not, enthusiasts generally share their collections with other enthusiasts but the Minister currently has four new three car SMU sets  in storage which it would seem that the Minister is not willing to share with either the enthusiasts and commuters who have paid for them. 
It is rumored that the Minister may share them with the enthusiasts and commuters who have paid for them and they may be allowed to ride on them after the new timetable comes into force in September, of course by then they will have been joined by at least another four sets making eight in all, at a nominal value of $5.000.000 a set they will make a most impressive $40.000.000 collectors set of pristine condition train sets for the Minister.
It is of no consequence that they could be in service reducing the overloading on both the Ipswich and Shorncliffe lines now with the other four sets being drip fed into operations as they become available. 
So is the Minister a train collector or is he a ?
