Very sensible.  Get more out of the existing fleet, please.  Of course, the slow timetables make this more difficult than what it needs to be.

It could probably be higher than 7%, based on what they want to pay for.  Just keep the things going counterpeak - only need to worry about wages really.  It means the stock will be used more intensively, but so what?  Most of it only comes out in the peak as it is.  It's the utilisation at any given time that they keep alluding to, not whether the things will start coming apart (they won't).
