Increasing shoulder services

I expect the advice will be that increasing shoulder services would require:
a) reducing peak services; or
b) more trains

What are the loadings for shoulder services at the moment?  If those services are nowhere near full yet, it would be more of an issue of ensuring they are at a reasonably convenient time, a quicker service or are passengers are made aware of their existence as a reasonable alternative to peak hour service.
