MELBOURNE'S overcrowded public transport system is bursting at the seams, with passenger numbers hitting a new high.

Official figures today reveal trips taken on the city's train, tram and bus network surged 4 per cent to more than 536 million in the year to March.

The increase is more than twice the state's annual 1.5 per cent population growth. ....

Continuing their run, but only 4% growth is disappointing.  What is holding it back?  Peak rail capacity?
