Doesn't the ARA do light rail?
A lot the manufacturers are the same, and some of the high end LRT systems use signals etc. ???

Although the ARA web site information does explicitly rule out light rail, I get the impression it is more concerned with heavy rail, however with the resurgence of light rail it may widen its ambit.

Well I hope so.
If you look at some certain groups promoting "sustainable transport" (which is almost exclusively BRT), you will see this:

* BP Petroleum Limited
* Ford Motor Company
* Shell Development Oman LLC

Somehow, I don't think groups such as these are promoting or funding rail solutions.
