Should TODs have a special zoning from the local area/neighbourhood plans?

it would be nice, how about just give UDLA the power to

ULDA tends to be for large development. But a good idea, maybe TODs should come under ULDA?. A lot of these TODs are apparently being bogged down in red tape and caught in a dillemma where multiple parties and agencies all have to talk to each other and there is scope for delays and miscommunications.

We need to either deliver TOD within our current zoning system and if that can not be done the the system needs to chnage.
