Umm they forgot steps number 8 and 9.

8. Rip up CityCycle. Add more parking spaces or something instead. The billboards? Those can stay, and keep funnelling money direct to JCDecaux as if nothing happened.

9. Litter Brisbane's narrow-ish streets with 2000 dockless, unsustainable e-bikes.

What could possibly go wrong?

Seriously, the cynicism of this brochure (it's a brochure) has me absolutely floored. And it takes a lot for BCC to floor me.
