Radio 612 ABC Brisbane Breakfast Spencer Howson conducted a short interview on this matter this morning.

No one from the Ministerial level or QR was available so I was invited for a chat.  

Key points made:

Moving from just OTP blunt metric to a number of KPIs to include OTP, Safety, Customer satisfaction, reliability.

Need clarification on how the OTP metric is determined.  Suggested that factors not under the operators control not be included.  This might be the case in view of the tightening of the metric.  Also commented that a line by line break up of OTP (all services) is something we would like to see (this has started to be made available as a monthly peak summary but not immediate. )  Also mentioned timetable management/frequency   ;)

This is madness.
IIRC I don't think Melbourne, Perth or Sydney meet this standard. And I think that most would agree, its easier to get a train in all those 3 cities mentioned.

What people want is FREQUENT TRAINS. Over and over this has been raised, and QR/TL/The Government has been doing anything and everything except a massive boost to the frequency to get trains running at least every 5-10 minutes in peak and 15-20 minutes off peak on all major lines, all the way to the terminal or major station (e.g. Caboolture).

I don't think I want to wait until 2031 for improvements!

I would gladly exchange 100% on time trains every 30 minutes for 85% on time trains every 15 minutes or more frequently than that. My waiting time at the platform will be much shorter, and I would save more time even if my train was a few minutes late.

Why don't they set a frequency KPI? Trains every 15-20 minutes off peak, and every 5-10 minutes to line terminuses or major stations (not just cutting out at Park Rd either).

It's reported today that Queenland Rail executive are to be penalised if trains are late.

The Premier's not available to speak to us. The Transport Minister likewise. We were just about to welcome the CEO of Queensland Rail Paul Scurrah but he's been told he's not allowed.

So I'll give you the details as reported by The Courier-Mail. Then we'll get Robert Dow's thoughts - from RAIL Back on Track.

The government's asked the new Queensland Rail board to ensure a section of executives' pay is linked to service delivery.

There will be an at-risk component of their salary.  In other words, bonuses.

And QR's on-time running target will be raised from 92.4% to 93.01% - from my understanding, that's peak-hour inbound running.

The only way they can meet it is if they get improved funding for track maintenance and additional services to reduce lengthy dwell times caused by overcrowding.

This is why the fining regime was counter productive.

(It will also help if idiots stop running into bridges and boom gates!)
