A possible solution is to place some sort of communication transponders in the areas where there are GPS 'holes'.  This would make the system operate seamlessly without the need for constant manual intervention, which is clearly a very weak link!

"Translink say Go-Card equipment on buses is operational 98% of the time".

This could result in typical commuter (2 journeys/week day) getting slugged 5 times a year. Its unacceptable TransLink!
Evening peak service to Enoggera* 2007 - 7tph

* departures from Central between 16:30 and 17:30.

Yes, I thought that too.  Although I think your arithmetic is incorrect.  It is actually 10 times/year that they are getting an incorrect fare.  Some of those are free fares though.
