New services Rosewood

Fact of life, when there is surplus capacity on existing services increasing that capacity has no positive effect on loadings but a detrimental effect on operating costs.
Increasing frequency has a positive effect on loadings.
As for crew utilisation operating six cars would have no effect on the crews operating the existing services but would require additional staff to meet the requirements of the zero harm proceedures, all adding to costs.
As to connectivity of services that is generally petty good with the change over time allowed between two and ten minutes, for through passengers this allows time for a trip to the conveniences and from the operating point ensures on time departures from Ipswich both to Rosewood and to Beisbane from the train that has terminated at Ipswich from Brisbane.
The additional mileage that would be accrued is more than that for two Ipswich - Caboolture services round trip which would be productive in providing additional capacity.

I was suggesting a half hourly extension to Rosewood.  With the dead time for the crews in running the shuttles, I expect this could be done with almost no additional crew, although zero harm would currently prevent this, the other factor is rest periods.

Besides increasing frequency, improved patronage would come from improved journey times.
