Overcrowding in off peak

I travelled on the morning Cooroy express service from Northgate (11:18am) to Petrie today and I noticed a few things.  The good news was that it was an IMU (107).  The bad news was that it was a 3-car unit and got a little full.  A few were standing near the doorways.  I eventually found a seat in another carriage.  One thing really stood out:  the sheer amount of "clutter".  There was luggage everywhere, taking up valuable seats while the overhead racks remain mostly unused.  In the centre carriage, there were even children playing with toys in the aisle.  It made me wonder how many more seats would be available if people had the decency to pack away their luggage.

Perhaps it's time to introduce signs that say "do not leave luggage on seats whilst passengers are standing" on trains that have luggage racks.
