A consortium to deliver South Bank's 30-year masterplan has been appointed, as part of plans to transform the 42-hectare riverfront precinct in Brisbane's inner city.

"Future South Bank Group" is the consortium, which is led by Urbis and comprises Cox Architecture, Arup, Cultural Capital, Complete Streets, London-based Gillespies and New York's Projects for Public Spaces.

"South Bank is an integral part of Brisbane's urban fabric," Urbis design director Natalie Hoitz said, commenting on the appointment.

The consortium will deliver the 30-year vision, which is currently open to public consultation, with a finalised draft master plan slated for release in September.

"No costs have been established to date as this is part of the process we need to go through," Hoitz told The Urban Developer.

"At this stage, hearing from the community and stakeholders and understanding the audience now and into the future is critical.

"There are a range of activities planned in the coming months and already underway for the community to have their say," Hoitz said.

The master plan, which will be funded by South Bank Corporation, will cover the 42-hectare area, and includes the 17-hectares of parklands.

The Queensland government and South Bank Corporation announced South Bank's 2050 master plan in 2018, coinciding with the approaching 30th anniversary of Brisbane hosting the World Expo in 1988.

In the 1980s the industrial riverfront site was developed to become home to the World Expo '88.

The transformation of South Bank, first a meeting place for traditional landowners, the Turrbal and Jagera people, became an early colonial port and industrial zone.

It was at the Expo's conclusion, state government retained South Bank under government ownership, creating the South Bank Corporation in 1989.

In 1992, the parklands officially opened to the public.

While changes and the vision's costs are yet to be confirmed, South Bank Corporation states that heritage-listed venues and buildings will be retained.

Earlier this month a masterplan for the revitalisation of inner-Brisbane's Victoria Park golf course into a 45-hectare public parkland was released, as Brisbane's inner city continues its transformation.

Across the river from South Bank, located on Brisbane's CBD river edge, is the $3.6 billion Queen's Wharf development which is slated to open in 2022. The project will join the recent completion of the Howard Smith Wharves entertainment precinct, located under the Story Bridge.

The South Bank master plan will be a thirty-year document, with its final implementation subject to South Bank Corporation and state government approval.

Construction on Brisbane's new 1500-seat theatre is set to begin by the middle of this year despite the release of a $2 million master plan for South Bank being delayed.

In May 2018, Premier Annastacia Palaszczuk announced a new $150 million venue would be built at the Playhouse Green as a new extension of the Queensland Performing Arts Centre at South Bank.

Concept drawings of the theatre were released when architects Blight Rayner + Snøhettain won the bid in May 2019.

Arts Minister Leeanne Enoch said there had been a "strong focus" on health and safety at the site to ensure construction could begin during the coronavirus pandemic.

"Early preparatory work began on the new theatre site at the Playhouse Green in March this year," she said.

"Construction work is planned to commence mid this year, and completion is scheduled for late 2022.

"Economic recovery is a priority and our government has worked closely with [managing contractor] Lendlease to ensure the new theatre project can continue to provide jobs and cashflow for contractors and businesses supporting project delivery during these challenging times."

Once construction is complete, QPAC will become Australia's largest performing arts centre, delivering capacity for an extra 260 performances and 300,000 visitors every year.

Before the outbreak of the coronavirus, more than one million people attended shows at QPAC each year.

While work on the theatre is still set to go ahead, a $2 million master plan to revitalise South Bank has been delayed because of the coronavirus pandemic.

The Palaszczuk government announced plans in late 2018 to give the 30-year-old Brisbane landmark a facelift.

The final plan was set to be released to the public by the end of 2020 but that is now unlikely.

South Bank Corporation CEO Bill Delves said social distancing rules had impacted the "stakeholder and community engagement program" and the timeline for the plan had been "revised".

Professor Delves could not say when the plan was expected to be released.

"In the meantime work continues to review community feedback from our engagement so far, with more than 10,000 pieces of feedback received," he said.

Almost 14 million people visited the Parklands last year.

The Courier Mail reports that the State Government has now toned down the rhetoric a bit and now open to the idea at the South Brisbane location.

It is an obvious site in keeping with an overall master plan.

So, Mr Dick is arguing that it is absolutely vital that glass be manufactured on a prime site in the heart of Brisbane, next to the Brisbane River.
Why is that a good idea? Is that the optimum use of the site, rather than a modern new facility at, say, Wacol?

VISY would not be giving the land to the Council or the state government -- they would have to receive market value for it, paid for by taxpayers/ratepayers.

Mr Dick should do his homework before engaging his mouth. It may be a better proposition and would help protect the jobs of glassworks employees if they were employed at a state-of-the-art facility financed by the sale of this site rather than propping up an inefficient operation, using technology and machinery nearing the end of its economic life.

This matter discloses the idiotic ideology that plagues Queensland politics. Let's just say 'no' to all ideas that come from the other side -- good or bad -- just to differentiate ourselves.  :fp:

Queenslanders are being asked to have their say on the future of South Bank to ensure it remains one of Queensland's most-loved destinations.

The Future South Bank Draft Master Plan includes proposals such as making Grey Street more pedestrian friendly, improving the Promenade path along the river, increasing green space, upgrading the Cultural Forecourt and creating a world-class maritime precinct.

Premier Annastacia Palaszczuk said more than 30 years on from World Expo '88, the time has come to plan for the 42-hectare precinct to be renewed and reinvigorated.

"South Bank is the People's Park," the Premier said.

"It's fitting that the people have a say in its future.

"More than 10,000 pieces of feedback have shaped the Future South Bank Draft Master Plan, making it a plan by the people, for the 'People's Park'."

The Brisbane 2032 Olympics and Paralympic Games will again propel South Bank onto the world stage and this plan will make sure the precinct remains world-class.

Deputy Premier and Minister for State Development Steven Miles said the Queensland Government is committed to ensuring South Bank remains a must-visit global destination.

"South Bank's iconic beach, bougainvillea-lined arbour, rainforest and riverside greens, will be protected and celebrated," he said.

"The plan proposes more of what the community told us they love.

"It proposes more green space, places to enjoy by the river, people-friendly streets, improved active travel connections and more diverse dining opportunities.

"The vision is for South Bank to remain Brisbane's most lively, green, and inclusive precinct for current and future generations to enjoy."

South Bank Corporation Chief Executive Officer Bill Delves said through the master plan process we understand just how much the community, business and industry love and value South Bank.

We are proud of what this globally recognised precinct has provided to the community and economy of Queensland over the last three decades, and we look forward to making it even better for the future.

The master plan proposes a range of ideas and improvements to help guide the long-term evolution of the precinct.

"It provides us with a blueprint to guide the renewal of older spaces, to integrate this precinct with neighbouring projects and precincts, and to enhance South Bank's appeal in line with state or city-wide initiatives.

"We encourage everyone to have their say on the draft master plan and help ensure South Bank's legacy supports the future needs of our community," he said.

Engagement on the draft master plan will be held over the next six weeks and will include a series of community pop-up information sessions and an online survey. Public consultation closes midnight 14 December 2022.

"Following public consultation, and extensive industry and stakeholder engagement, the feedback will be analysed to help determine the final master plan, which is expected to be completed by late 2023," he said.

Some good some could be better

Shared car zone where they are not needed - Little Stanely and Little Tribune. Russell Street just a drop off zone inside the part of the city with the highest choice of active and public transport options.  It is nuts. Car park access where not needed.  Missed opportunity to return Merivale and Cordelia Streets back into two-way streets and make them plus Vulture Street and Lower River Terrace into complete streets that balance needs of all users not just traffic.
