SEQ Rail Connect
The Queensland Government is developing a blueprint
for transforming the SEQ rail network: SEQ Rail Connect.
It will guide how we seamlessly integrate Cross River
Rail into the broader rail system and plan for network
expansion that keeps pace with population growth.
SEQ Rail Connect will guide our delivery of a redesigned,
simple two-tier rail timetable with more, and faster,
express services and higher frequency suburban
services, both operating through a longer peak period.
This will help customers access jobs, education and
recreation and ensure the SEQ transport network flows
and freight access can be maintained. SEQ Rail Connect
will be released in 2021.

Making the connection: plan to drive Queensland's transport future

Queenslanders can have their say on what the next 10 years of transport could look like across the state.

Transport and Main Roads Minister Mark Bailey said it was important to get the plan right as Queensland gears up for what is tipped to be the biggest decade of growth the state has seen.

"There's no doubt Queensland will be the place to be over the next 10 years," Mr Bailey said.

"With the 2032 Brisbane Olympic and Paralympic Games on the horizon, record investment in infrastructure, and 88% of net migration in the coming years, it's a big decade ahead.

"So, we want Queenslanders to be part of developing the best possible transport plan for the state through our Creating Better Connections strategy, a key component of the Palaszczuk Government's plan for economic recovery from Covid-19."

Mr Bailey said the Palaszczuk Government was already transforming travel across Queensland with a record investment in public transport.

"We're moving onto the next stage of our $371 million smart ticketing roll-out, which will mean for the first time, regional Queensland commuters will use the same ticketing system as those in the south-east.

"550 smart ticketing readers will be installed at 154 train stations, along with bus services, allowing commuters to pay using a credit card, smart phone or watch.

"Importantly, smart ticketing will allow regional commuters to access real time travel information about bus and train services."

Mr Bailey said the Palaszczuk Government is also supporting the transition to more zero emissions transport options.

"Electric buses are already operating in a number of regions and we'll start to see more built at BusTech on the Gold Coast, including two bio-ethanol fuelled buses that will start trials in Mackay later this year.

"From 2025, every new urban bus added to the fleet in SEQ will be a zero-emissions vehicle.

"From 2030, we'll roll out zero-emissions vehicle to the rest of the urban fleet across the state - and of course we want them to be built here in Queensland.

"We're doubling the length of Queensland's Electric Super Highway (QESH), to almost 3800 kilometres with the addition of 18 new charging sites.

"Growing the QESH means we can accelerate the transition of the government fleet from petrol to electric, building on our commitment to double the number of EVs in QFleet year on year.

"Our investment in hydrogen production as a fuel also gives us potential to create new jobs, a new manufacturing sector, reduce transport emissions and export energy to the world."

Mr Bailey encouraged Queenslanders to have their say on the draft plan during the six week consultation.

"While customer satisfaction with public transport is high, the Palaszczuk Government plans to be ahead of the game as the lines between public and passenger transport blur and customers' service expectations change over the next 10 years," he said.

"We want Queensland to be ready to capitalise of emerging technologies and mobility options.

"Travel behaviours are changing, and rideshare, micro mobility, Mobility as a Service and on-demand transport are growing as part of the passenger transport mix, with new technologies making it easier to plan, book and pay for your transport.

"We're also busy completing Queensland's biggest ever public transport project - Cross River Rail.

"Now is the time for the Palaszczuk Government to work closely with Queenslanders who want to be part of planning our transport future.

"TransLink customer surveys, as well as ongoing customer feedback, ideas and suggestions, have informed the content of this draft plan.

"We've listened to our customers and considered their needs, and now we are seeking feedback from other key stakeholders.

"We're confident in our draft plan but we want to ensure everyone involved in passenger transport across the state is aligned on the best way forward."

The Creating Better Connections for Queenslanders draft plan is based on five key priorities, which outline how Queensland's passenger transport will evolve to meet changing customer expectations:

Reliable and safe services
Responsive to changing community needs
Seamless end-to-end journeys
Easy and accessible
Environmentally sustainable.
Submissions can be made until Friday September 17 2021.

The govt should also be open minded to different naming options, as this may produce a more dynamic cover for the report.

Connecting SEQ Was never going to happen by 2031 due to the delays on CRR, which everything hinged on.

Was due to open 2016 but due to floods / Newmans BaT thought bubble / first term delays of Palaszczuk it will be finished 2025 instead.

I think its feasible for the 2031 plan to become a 2040 plan instead, and we can probably fast track parts of it due to the Olympics.

There's some parts I don't feel too fussed about the priority of. Rail doesn't need to go all the way from Ripley to Ipswich, nor does 20km of rail need to go from Flagstone to Beaudesert because the population is still under 10,000.

One of the irritating things is the continual mention of 'more reliable rail' as if the network is somehow unreliable, despite the fact it is one of the most reliable in Australia. The reason why QR is reliable is because there are so few services! 


The proper thing to write - which I suspect DTMR and the Minister is trying to avoid writing - is the words 'more frequent rail'.

Reliability becomes LESS important when services are frequent, because any delay will become smaller and smaller as the service frequency increases.

What I would like to see is something along the lines of "Train frequencies within the Brisbane region will match those or be better than those enjoyed by passengers in Perth, WA".

Another one we can put is "have same or better patronage on QR network than TransPerth does, in each year".

Let's get some real goals here, something more than "turn the lights on and go through the motions".

A good draft plan and implementation of that plan is needed to ensure excellent Olympic Transport options that meet the expectations and need of the travelling public in 2032.

QUESTION:

Will the Minister provide the costs to date for the development of the Creating Better Connections
for Queenslanders plan?

ANSWER:

I thank the Member for Mermaid Beach for the question.

Creating Better Connections for Queenslanders (the Plan) is a 10-year plan setting out the
priorities and key initiatives for passenger transport in Queensland. It is the Department of
Transport and Main Roads' (TMR) plan to ensure services remain reliable, safe, accessible,
contemporary and relevant to customers by taking advantage of emerging technologies and
service models.

To support the development of the Plan, TMR engaged a communications specialist to develop
and implement a comprehensive communications strategy. This included a visual design
component to effectively communicate the priorities and initiatives for the future of passenger
transport.

Costs incurred for these services through to 30 November 2021, are $84,808 (excluding GST).
No further costs have been incurred (other than internal labour costs) in developing the Plan.

Passenger transport services and the way people use them are changing due to new technology and growing customer expectations. The current laws for passenger transport were made in 1994. Many aspects are still working well, but there is an opportunity to make some parts work better.

We have some ideas about how the laws for road-based passenger transport services could be improved. We think these changes will support us to deliver Creating Better Connections for Queenslanders – our 10-year plan that sets out the priorities and key initiatives for passenger transport in Queensland.

We want to make it easier to understand how the laws apply to services, and to encourage innovation. And safety always needs to come first. These changes could impact the services you provide or use, and we need your insights and feedback.

Translink putting out more glossy brochures and presentations, is a near COMPLETE waste of time! Until a new govt sets up a properly legislated and resourced dedicated SEQ Public Transit Authority, we're simply wasting more time and playing polititicans games!

You don't have to respond to the whole thing, but the chapter 7 proposal to simplify and have all of SEQ as a contract area should make it easier to plan services and get rid of service issues at contract boundaries.
