It is a very narrow window for ' free public transport '.

Quote... Immediately following the fireworks, between 7:30pm and 9:30pm there will be free travel.

From 7:30pm until 9pm, there will be additional services running to get you home.  ...

They are miserly, just make it free all day.  They only reason they make it free is to handle the crush crowds after the fireworks.

This just re-enforces that they see public transport as just a cost and not the avoidance of even more cost (road transport subsidies), emissions, saftey, access levels etc...
