South East Queenslanders invited to help shape the region's future

South East Queenslanders are being urged to have their say and help shape the Palaszczuk Government's planning blueprint for the region's future.

In launching the six-week 'Shaping SEQ conversation', Deputy Premier and Minister for Infrastructure, Local Government and Planning, Jackie Trad, encouraged the public to share ideas and help create a vision for the South East Queensland Regional Plan, which is currently under review.

"South East Queensland is a fantastic place to live and a new regional plan will help us to shape the way we grow, live, connect and prosper as a sustainable community, while still maintaining our enviable lifestyle," Ms Trad said.

"Our population is changing both in size, demographics and how we live. Our economy is restructuring with a shift to the services and knowledge industries while technology is changing the way we live, work and travel.

"A growing and changing population, when managed properly through a regional plan, can drive change for the better, however, there are important planning decisions to be made.

"The population in SEQ is expected to increase by approximately 2 million people to 5.3 million by 2041, creating a need for 900,000 more dwellings. Each year, this will bring about 80,000 extra residents needing 36,000 homes across the region.

"We expect to see an increase in smaller households, due to more young people entering the market, more single-person households and older people downsizing. This will create a need for more diversity in housing and affordable living.

"We need to accommodate this shift and plan for a region which is well-designed, provides a diverse range of affordable living, and accommodates jobs and economic growth.

"Our review of the regional plan will also focus on proximity to employment, support the already existing trend towards more compact communities and provide better access to open space for recreation."

Ms Trad said over the next six weeks South East Queenslanders could get involved in the 'Shaping SEQ conversation' by visiting ideas hubs at various community events across the region, or submitting feedback online.

"We want to ensure the SEQ regional plan reflects the values, needs and great ideas of the community," Ms Trad said.

"We're asking residents to tell us what they value about South East Queensland and share ideas about how our region can continue to transform into a place where people of all ages, backgrounds and interests want to live.

"I encourage as many South East Queenslanders as possible to take part in the conversation, particularly our younger generation, because any decisions we make now will have the greatest impact on their future."

The 'Shaping SEQ conversation' is the first step in the review of the South East Queensland Regional Plan 2009-2031. The new plan will provide South East Queensland with a 50-year outlook, underpinned by a 25 year planning framework for the first time.

I like the initiative but aren't we going to get the same suggestions that havent been implemented as yet?

It is all a bit meaningless IMHO.  Just more of the same, keep going around the same planning loop, very little actual delivery.  With each plan iteration - things get an order of magnitude worse, need another plan < repeat >  ...  farcical if you ask me ..

Each of these plans outlines (usually) a '20-year vision' -- with actions staged over the forward 20 years.  With each plan, we get to a point about 3 years in where it is clear the pollies are not funding what has been planned for, so we devise a further 20-year plan.  Hell, we have the Wilbur Smith plan from the 1970s that contained things we have not yet implemented.  Each successive plan just documents the inaction.  And people should be justly cynical.  These 'plans' are finished just before an election is due -- launched at taxpayers' expense with the fly through, video animation and glossy brochure with pretty pictures.  Who remembers Campbell Newman's great plan?  No one.  New government, new plan.  Old government getting stale? ... new plan and catchy slogan.  Why not recycle 'life in great in the Sunshine State'?  :-r

At least if we get a Gov't that is more interested in actually building stuff, we'll have all the plans under the sun to help them do it!  :-r

The more I think about this the more I am convinced this is just smoke and mirrors, to defuse the almost complete lack of real progress in Queensland, particularly SEQ.

SEQ already has a Regional Plan.  Mr Hinchliffe was the Minister who oversaw its preparation ... and it is in force until 2031.

From the plan:

"Prepared by the Hon. Stirling Hinchliffe in accordance with the Queensland Integrated Planning Act 1997, Section 2.5A 14 and 2.5C 10."

AND

"The SEQ Regional Plan provides the framework on which to manage growth, change, land use and development in
SEQ to 2031.  It also considers the region's potential management needs beyond 2031 to ensure planning decisions made today do not compromise options to meet longer term needs."

The existing plan contains this motherhood statement:

"The vision for SEQ is an region of inter-connected communities, with excellent accessibility and an extensive and efficient public transport system that contributes to reducing greenhouse gas emissions."

"The provision of roads and public transport to support current and future residents is a priority."

Perhaps the state government should start its dialog with the people of SEQ about a new Regional Plan by explaining what is wrong with the old/current one.  Did Mr Hinchliffe stuff up?  Why are we preparing a new one so soon after the current one was launched?  It has another 15 years to run.

What's going to be different in the new plan, apart from updated pictures, a changed typeface and some new logos and corporate colours?

What's the betting the new plan will be saying things like "South-East Queensland needs to develop in a coordinated way in order to preserve our river city lifestyle, commensurate with our vision to be a 21st Century World City of Innovation ....."  You get the picture.  Just read the current plan.

Queensland is planned out - more stunts more delay ...

With much fanfare we saw the launch of yet another Queensland planning process - Shaping SEQ Planning for the future (1).

It is hard not to be cynical about this latest planning stunt.

You may or may not recall we have a current SEQ Regional Plan (2):

From the SEQ Regional plan:

"Prepared by the Hon. Stirling Hinchliffe in accordance with the Queensland Integrated Planning Act 1997, Section 2.5A 14 and 2.5C 10."

AND

"The SEQ Regional Plan provides the framework on which to manage growth, change, land use and development in
SEQ to 2031.  It also considers the region's potential management needs beyond 2031 to ensure planning decisions made today do not compromise options to meet longer term needs."

This latest plan is just an excuse for more delays. Other States actually build the infrastructure needed for our community rather than just talk about ' connected communities ' with moist rosy eyes.

The reality is very different on struggle street of course.

We also have Queensland Plan - Queenslanders' 30 year vision (3). How this interacts with ' Shaping SEQ ' thought bubble is still to be determined I guess.

Queensland planning is a sad and terrible joke - it translates into a lack of action and in our opinion is just a smokescreen for failure.

The amount of money wasted could have gone a long way to upgrading the Sunshine Coast Line for example. A critical infrastructure issue.

Worse is that Jackie Trad said that the 2009 one is out of date after 7 years. WHY BOTHER with a 25-50 year plan then if it will expire/lose relevance in 7 years time??

It is just an ongoing farce.  It is a politically driven desperate attempt to cover up failure and non-action.

Cross River Rail non completion of business case is an exemplar.

Silence from the LNP is hardly encouraging either.  It is though they are also complicit.

I reckon the comedians could make a mint out of this!

Perhaps people should give feedback on the website IMHO. Put suggestions like "competent government", "sack minister X",

"Performance Pay for Politicians", "Make actual decisions", and so forth.

Missing from all of these plans is a heading, chapter or section titled "Financing the Planned Works" ...

That is why we have to re-scope the "20-year" plan every five years or so, or whenever the government changes hands.  Through the Go-QLD campaign being waged by Courier-Mail and Channel 7, Ms Palaszczuk and Co. are under pressure to respond.  Their response is to re-hash a plan already in existence so the government can say 'here is our response'.

This latest plan will be no different to the Infrastructure Plan the government has promulgated .  To recap, the planned transport infrastructure actions will cost $35 billion to implement, but the state government has put only $500 million towards the eventual bill.  So where is the other $34.5 billion?

Queenslanders should be asking where the money is coming from.  If not from Canberra or asset sales, it must come from somewhere, possibly congestion tolling in Brisbane, a state land tax collected through rates, or betterment taxes / 'value capture' imposts from the private sector that buys up old houses next to railway lines, then waits for railway station upgrades to redevelop those lots and make a motza.  The taxpayer should be getting part of that windfall.  Yet, none of these documents deals with this matter.

Consequently, they are rendered meaningless.

Federal Labor must be worried it is not getting the 'lift' it requires in Queensland after heavy campaigning by Bill Shorten this past week.  Queenslanders are looking at the prospect of a Labor Government in Canberra and weighing up what it would do for them, based upon their experience of state Labor bunnies caught in the glare of the headlights ... and busy writing still more reports.  Reports, mind you .... no business cases for the really big projects, mind you (because they know they can't fund those projects).  No money? ... so the projects are kept in the reports and BCR re-calculation stage and re-scoping spin cycle.
