However it should be noted that existing transport corridors such as motorways are a good alignment for monorails, which can be built above the central reservation or above the embankment. Aside from foundations, construction can be quick due to pre-fabrication, though traffic lanes would have to be closed during construction. As the route would be along motorway for the majority of the route, there is small chance of this idea being a viable transport option.

For the Airport to Southern Cross it certainly would be, as long as they would deliver a reasonable operating cost.  It would at least avoid taking up capacity on the metropolitan rail network that could be better used in other ways.

Maybe have a stop at Essendon Fields as well, particularly if they can deliver a 15 minute or less journey time.

Monorails would have a slightly smaller footprint and more minimal structure, though I would expect an emergency walkway would be required between tracks. There are also metro alternatives designed for minimalist overhead structures, such as Alstom Axonis which has 1.6m diameter supports.

It's an interesting point.  As far as I'm aware the idea that the Citylink contract prevents rail to the airport is something of a myth, but I'm not sure how much (ie would a route following the Tulla invoke some kind of compensation procedure as opposed to building via Sunshine and Albion-Jacana).  Maybe they would be interested in building something if they could do it cheap and get a good return on it.
