Does anyone have in their possession, or can identify a website for, a report titled "Rail Services and Infrastructure Requirements Strategy"?

Failure to grade separate major LX's. 
This is in particular to when upgrade works were done, but no grade seperation, even on extremely busy LX's for both heavy road and rail traffic.|
