Simplified GoCard integrated bicycle parking at public transport hubs

QuoteQueensland residents draws to the attention of the House the need for adequate, accessible, convenient, sheltered and secure parking for bicycles at public transport stations across the TransLink network. More people cycling to public transport stations instead of driving will help reduce local congestion and the problems caused by commuters parking in local streets and business carparks. It will also reduce the need for provision of specific commuter car parking which is expensive to build (costing up to $70,000 per parking space for construction alone), and is an inequitable use of public land.

The Queensland Cycling Strategy includes actions (1.16, 1.17, 1.18) to audit bicycle facilities, develop a strategy to improve provision of bicycle facilities and improve the online booking experience for secure bicycle parking across the Queensland Rail CityTrain network. However, this ignores other modes of transport on the TransLink network including Gold Coast Light Rail, buses and ferries. Notably, other Australian cities, including Perth and Sydney, have integrated booking of secure bicycle parking with their GoCard equivalent ticketing system, including no deposit registration.

Your petitioners, therefore, request the House to ensure a solution is developed for secure bicycle parking with no deposit registration , integrated GoCard ticketing, that is extendable to other TransLink services beyond CityTrain and useable at any secure bicycle parking facility; and to ensure that new or upgraded casual, unsecured bike parking is sheltered and conveniently located at stations to maximize use by local residents.

A petition to be presented to Queensland Parliament calling for the change attracted more than 200 signatures in a week.

Space 4 Cycling spokesman Chris Cox, who is the principal petitioner, said Brisbane needed easily accessible bike parking.

"Perth and Sydney have integrated booking for secure bike parking with their Go Card-equivalent ticketing systems – this includes no deposit registration," he said.

"This makes so much sense and it has been proven in other cities that it would make things more efficient, make better use of existing facilities, be more cost-effective than car parking and is an easy way to motivate people to leave the car at home and swap those two to three kilometre car journeys for a bike trip."

Currently, Translink provides bike facilities at 23 stations and a $50 deposit is required to receive an access card for a station, while the council has a similar scheme at four shopping centres where a $30 deposit is required for the access card.

Mr Cox said under the current system it was no surprise bike parking was underutilised.

"What we are trying to achieve with this petition is to put our suggestions forward as our lived experience as bike commuters."

Brisbane City Council public and active transport boss Adrian Schrinner supported a Go Card integrated system.

"If we can have secure bike parking at bus and rail stations that are linked to the Go Card it is a much simpler process and removes one of the barriers for people using the bike parking facilities," he said.

"The need for that security on the door brings the need for a security deposit and card.

"I don't see any reason why it can't be done with a Go Card. It is a form of payment."

Cr Schrinner said he was aware discussions for a new-generation technology system that may not involve the Go Card.

"If we can get a commitment that the new-generation ticketing system would work [for bike parking] that would be fantastic," he said.

Greens MP for Maiwar Michael Berkman has sponsored the petition and said the proposed system was a "no-brainer".

"To make a better city with less traffic and air pollution we need to make cycling a realistic option for the vast majority of people," he said.

"Secure bike parking with no deposit registration that's integrated with the Go Card system is a total no-brainer.

Transport and Main Roads Minister Mark Bailey said he understood the need for safe and secure bike locking facilities.

"The Palaszczuk government has and continues to invest heavily in bike riding infrastructure across the state," he said.

"I am happy to consider this petition."

The online petition closes September 14.

Thought it was mentioned the Government will not spend money on unnecessary coding on the current  Go Card System. Surely next generation ticketing should be able to handle this? At least then it will be in the pipeline and can be coded as the new system is built.

I reckon it will be a high possibility of getting this up an running with Next Generation Ticketing. The good thing is with Next Generation Ticketing is that bike cages as well as toilets could be coded state wide at Bus Tram and Train stations for access with a registered card/account, being a statewide project.
