Is this so that it takes into the consideration the things they didn't plan for in the first plan (e.g. UBAT)?

Meanwhile  that primo piece of land accross the road from richlands station gets a brand new public transport orientated masters hardware store 
Gotta love zoning arrangements.
Yet another wasted opportunity near a rail station.All those flash footpaths around the station are for what?
It would seem high density residential around shopping centers has a key benefit to quirky.....more passengers for his bus network
