I wonder if we can apply for refund of the 'excessive' cost of the BT Bus network ($400 pa) given that it is mostly air buses and 80% (half)hourly air services in the off peak?

Is it $400 per ratepayer, or $400 on average? Eg wouldn't someone in a commercial property have a higher amount of their rates going towards PT, but someone in a regular house would be paying less?
