Why?   ???

Travel on the loop service is free for this event, the only way they can do it on the go card without unnecessary complications ...

E.g. Someone comes into Roma St say from Ipswich, transfers to the loop service touches off at Exhibition.  Otherwise they would have to go out the gates at Roma St, touching off and then come back in without touching ...  same deal going home.

Is someone footing the bill for the surcharge? Looks like the surcharge is built into Exhibition station, and its temporary removal is being done "after the fact".

It appears that the organisers of the Caravan and Camping show have agreed to subsidise the cost as for many other events, eg. football etc.

The RNA doesn't hence the additional fare for rail passengers for the Ekka.

I'm curious to know what the regulatory arrangements are.  Nominally, the TransLink legislation entitles them to declare major events, with the result that the promoter needs to put travel arrangements in place.  I wonder if the RNA is subject to this arrangement, and if not why not?

I also wonder whether, if the RNA has control of the station and environs, whether that could not be either acquired or resumed from them?

How's this work for events at BEC?

I wouldn't really call the caravan show a "major" event.

The guidelines are in the legislation - and in any event the Ekka itself certainly would be.
