Sunday, 3 March 2013 - Water Release Update

The Seqwater Flood Operations Centre was mobilised on Tuesday, 19 February 2013.

As at 6.45am, Sunday 3 March 2013, the following applies:

Somerset Dam
Somerset Dam is currently at 100 per cent and steady, with releases continuing at a rate of 200 cubic metres per second.  Flood releases are expected to conclude later today, but ongoing operational releases will be required to maintain the lake level at near the full supply level.

Wivenhoe Dam
Wivenhoe Dam is currently at 98 per cent and rising slowly. Releases are continuing at a rate of around 1000 cubic metres per second. Due to further rainfall in the catchment, flood releases are now expected to continue through to at least Wednesday.  A flood warning for the Upper Brisbane River above Wivenhoe Dam was issued by Bureau of Meteorology at 7:00am this morning.

Twin Bridges, Savages Crossing, Colleges Crossing, Burtons Bridge and Kholo Bridge are closed. An update on closures will be provided later today.

Releases from Wivenhoe Dam were gradually reduced over the last 12 hours as inflows from Lockyer Creek increased due to yesterday's rain. The aim is to keep Mt Crosby Bridge and Fernvale Bridge open to traffic.

Please contact your local council for details of road and crossing closures.

North Pine Dam
North Pine Dam is currently 92.5 per cent and rising. Releases are continuing at a rate of around 300 cubic metres per second. Over the last 12 hours, the catchment average rainfall over the North Pine Dam catchment was approximately 68mm.

Youngs Crossing is closed. It is expected that the crossing will be closed until Monday morning.

Sideling Creek Dam catchment received over 78mm of rain in the last 12 hours and is currently overflowing.  This overflow is currently large enough to close Youngs Crossing without any releases from North Pine Dam.

Leslie Harrison Dam
Leslie Harrison Dam is currently at 101 per cent. Over the last 24 hours the catchment average rainfall over the Leslie Harrison Dam catchment was approximately 90mm, with falls of over 110 millimetres recorded close to the dam. This rainfall has caused a significant rise in the dam level, and releases recommenced at about midday yesterday. The current release rate is approximately 36 cubic metres per second, which is impacting the Greyhound Club.

The Bureau of Meteorology warns that, at 4:35 pm, severe thunderstorms were detected on weather radar near Rathdowney, Helidon, Murphy's Creek and Killarney. These thunderstorms are moving towards the east to northeast. They are forecast to affect Oakington, Laravale and Kooralbyn by 5:05 pm and Warwick, Beaudesert and Gatton by 5:35 pm.

Damaging winds, heavy rainfall that may lead to flash flooding and large hailstones are likely.

Getting hit well and truely here at Springfield. I got to my front door after a 45min walk just as it hit. Nice timing, I say! Plenty of wind, rain, lightning, thunder and a bit of hail as well!

That would have been a great view. I though the view of the thunderstorm forming and lightening was pretty good going over the range to Samford, but Clear Mountain would have that beat.

2013 Seqwater Flood Reports available for the public online

The Newman Government today announced the release of four reports into flood events in south east Queensland in January and February of 2013.

The reports, available on the Seqwater website, cover Wivenhoe, Somerset and North Pine Dams and are required to be provided to the State Government's Dam Regulator following a flood event.

Water Supply Minister Mark McArdle said it is an important step following the 2011 Flood disaster towards reassuring the people of south east Queensland and demonstrating how these dams were managed.

"The Newman Government is open and transparent and the people of south east Queensland have a right to this information," Mr McArdle said.

"The rain event in January was the second largest on record since Wivenhoe was constructed and this puts in context the scale of the event and the importance of the Government's response and management."

Mr McArdle said the reports show the very professional approach of Seqwater in performing a very important part of their bulk water supply function for south east Queensland.

"Ahead of the 2013 flood events the Newman Government had also implemented an improved and more proactive legislative framework that enabled an early decision, based on the advice of experts, to temporarily reduce the levels of Wivenhoe and North Pine Dam," he said.

"Without this ability we may have had a different outcome for Brisbane, Ipswich, and the communities along the North Pine River."

Mr McArdle said Seqwater and his Department are continuing to work in preparation for the next wet season.

"We are considering more improvements to the dam flood manuals, which will take into account the recommendations that have arisen through the flood reports. These improvements are also in parallel with the dam operational optimisation studies, well underway," he said.

"Further, I have recently established an Advisory Council to provide advice to me on changes recommended to the dam flood manuals.

"We are continuing to work with Seqwater and water providers such as Queensland Urban Utilities to ensure that increase the resilience of our water supply treatment plants at Mt Crosby."

Flood Plains, directed by Michael Leo, produced by Paul Young and presented by Kwarganor Films, is an avant-garde film that uncovers the emotional under-tones experienced by Brisbane residents during the infamous Floods in January 2011. This emotionally charged documentary with live musical accompaniment was performed at The Brisbane Festival's Under the Radar program on the 19th and 20th of September 2012. Mooshim (Previously The Quadratic Contingency), a cinematic improvisational ensemble accompanied the film.




Flood Plains is a retrospective snapshot of interviews held by people from all walks of life and occupations. Featuring Anna Bligh (former state premier), Andy Café (flood affected pub owner), Jo-Anne Miller (state MP for Bundamba), Norah Amath (Muslim activist) and many more. common ground is discovered by the interviewees as they re-live their tragedies during floods and many of the ongoing struggles following.

Work starts on Roma levee

Roma residents will be better protected from future floods with work officially starting on the town's long awaited flood levee.

Turning the first sod today, Community Recovery and Resilience Minister David Crisafulli said the $15.6 million levee would ease the strain on locals fatigued after years of floods and rising insurance costs.

"Locals have weathered four floods in four years and refused to let Mother Nature get the better of them," Mr Crisafulli said.

"The levee will provide the certainty the community needs to grow and prosper."

Jointly funded by the Maranoa Regional Council and the State and Federal Governments, the first stage of the levee will extend 4.9 kilometres from the north of the airport to the eastern side of town along Bungil Creek, and protect around 420 homes.

Further stages could extend flood protection to an additional 60 homes and an industrial estate.

Mr Crisafulli said the better flood protection should result in lower insurance premiums.

"I call on the insurance industry to do the right thing and take into account the reduced flood risks for many Roma property owners once the levee is completed," he said.

"Insurers should both re-enter the market and lower insurance costs.

"While I have consistently said we will never flood proof a state as big as Queensland, we can work together to better protect vulnerable communities so they can recover more quickly.

"Instead of burying our heads in the sand, this project shows we can come up with viable and responsible plans for levees, diversion channels and retention basins that make sense and provide lasting benefit."

Other Queensland communities with levees either on the drawing board or about to begin construction include Eulo, Wyandra, Cairns, Mackay, Gympie, Bundaberg, St George, Laidley, Forest Hill and Rockhampton.

The Bureau of Meteorology warns that, at 2:25 pm, very dangerous thunderstorms were detected on weather radar near the area southeast of Gympie and Kin Kin. These thunderstorms are moving towards the northeast. Very dangerous thunderstorms are forecast to affect the area northeast of Gympie by 3:25 pm.

Other severe thunderstorms were located near Jimna, Borumba Dam and the area northwest of Jimna. They are forecast to affect Imbil by 2:55 pm and the area west of Noosa Heads, Kandanga, Pomona and Amamoor by 3:25 pm.

Colleges Crossing to be made more resilient

One of Ipswich region's most popular riverfront reserves, Colleges Crossing, will be made more resilient to flooding with funding announced today by the Newman Government.

Community Recovery and Resilience Minister David Crisafulli said $1,460,168 from the Betterment Fund, a Queensland initiative that allows councils to rebuild flood-damaged infrastructure with stronger, more resilient assets, would make Colleges Crossing less vulnerable the next time it floods.

"Colleges Crossing is an important social hub for local communities and draws around 300,000 visitors each year," Mr Crisafulli said.

"Making this reserve stronger in the face of floodwaters is exactly the sort of project the State wants to help councils deliver.

"Colleges Crossing was essentially destroyed by the 2011 floods by a combination of high velocity floodwaters, massive levels of debris and severe scouring.

"The repair works were completed only weeks before the January 2013 floods, which extensively damaged the site again.

"This is a classic example of why we needed to stop the madness of simply replacing the same infrastructure that would only be washed away again in the next flood.

"That way of thinking has cost all of us an arm and a leg, but if we spend a little more now and rebuild in a more resilient way, it will save us big time in the long run.

"Ipswich City Council is finalising its plans to make this facility more than just a sitting target for the next floodwaters."

Repairs will include installing rock mattresses to reinforce the aprons of culvert crossings, lining the stormwater drainage channel with scour resistant material, and reinforcing retaining walls and shelter columns. Council will also build deflection elements to protect shade shelters and other amenities.

Ipswich Mayor Paul Pisasale welcomed the funding to allow work to proceed to restore the lower section of Colleges Crossing in 2014.

"It was important that after two floods that we re-examine the park layout and provide even more flood-proofing to park facilities and playgrounds.

"We are progressing through the design stage, which is likely to include a series of deflection elements to deflect flood debris away from structures like shade shelters and other amenities.

"Tenders are expected to be called by the end of this year."

Very dangerous thunderstorms are forecast to affect the area north of Toowoomba, Highfields and Haden by 2:55 pm and Toowoomba, Murphy's Creek, Hampton and Crows Nest by 3:25 pm.

Another severe thunderstorm was located near Toogoolawah.It is forecast to affect northern Lake Wivenhoe, Somerset Dam and Toogoolawah by 2:55 pm and Lake Somerset by 3:25 pm.
